I think, on the whole, that graffiti is not art. Of course, there are plenty of exceptions. In this picture, there may be a lot of color, but they are all tags. There is probably only one or two artistic examples on the whole bridge, and the bridge as a whole may be considered art, but individually, this bridge is nothing more than a hundred acts of vandalism.
